The U.S. Capitol under a stormy sky

Your member of Congress represents about

760,000

people. The Constitution allowed as few as 30,000.

That is the average congressional district today. In 1913 it was around 210,000. The House has been stuck at 435 seats since then, while the country grew from about 92 million people to about 331 million.

Is 435 in the Constitution?

No. Congress set that number by ordinary law and made it permanent in 1929.

What would it take to change it?

A simple majority in Congress. No constitutional amendment and no convention. Just a bill.

The goal

Smaller districts, closer to the people they represent, with the long-discussed benchmark of about 50,000 people per Representative. This site tracks the effort: the numbers, the bills, and the states and people who are backing it.
