H.J.Res. 186: a deadline to end Article the First
On May 14, 2026, Rep. Darrell Issa (R-CA) introduced the “Congressional Apportionment Amendment Deadline Act.” It says Article the First, the founders’ amendment to keep the House growing with the population, counts only if three-fourths of the states ratify it by December 31, 2026. After that, it would be dead for good. The sponsor’s stated concern was that it would lead to a House of roughly 5,000 members.
Status: referred to the House Judiciary Committee the day it was introduced. No cosponsors and no action since. If Congress doesn’t act on it before the current Congress ends in January 2027, it expires.
Want to act before that deadline? Ask your state legislators to ratify Article the First.
